EU Blue Card Knowledge Engine – AI-powered Pan- European Eligibility Platform

The EU Blue Card was created to help Europe attract highly skilled workers. In practice, however, its implementation remains fragmented across 25 participating Member States, multiple languages, and numerous administrative portals, making the application process complex and difficult to navigate. Fresh Labs and IT4Innovations will develop an AI-powered eligibility engine that transforms legal and administrative documents into an explainable Knowledge Graph. Using HPC resources for large-scale optical character recognition (OCR), machine translation, and multilingual model fine-tuning, the project will map country-specific regulations, document requirements, and procedural pathways.

The goal is to deliver a Technology Readiness Level (TRL) 7 demonstrator capable of answering EU Blue Card eligibility questions with transparent provenance and traceable sources. The solution aims to cover at least 95% of mandatory rules, reduce caseworker effort by 50%, and incorporate legal updates within 14 days. Beyond the Blue Card use case, the project will establish a reusable blueprint for making complex EU administrative procedures more accessible, transparent, and user-friendly.
